The Institut Mines-Telecom (IMT) is made up of Grandes Ecoles (prestigious French higher education estab-lishments) in the field of information and communication technology (ICT). IMT is under the authority of the French Ministry of Industry. Its mission is to provide training programmes and to conduct research in ICT. IMT's mission is also to contribute to the industrial development of ICT through the utilization of science and technology and development research carried out in close collaboration with industry. IMT features around 600 teaching and research staff and a number of 5000 students, including 700 doctoral students. A total of 50 nationalities are represented within IMT. IMT is one of the major French players of the R&D Framework Programme (FP) in ICT (Information & Communication Technologies). It has participated in more than 40 FP6/FP7/IST projects. Through its expertise in a wide range of disciplines, IMT takes part in many of the programme's priority thematic areas, in particular in broadband networks, wireless and mobile communications, security and in a number of application domains (network and electronic media, ehealth, e-inclusion, etc.). IMT is the coordinator of a network of excellence on future networks (Euro-NF project) and a key contributor in a number of STREP and IP projects: DICONET, MOBITHIN, NEWCOM, SHIELDS, DEMONS, MASSIF, VISSENSE, COMPANIONABLE. TELECOM SudParis (TSP) is the school of IMT that will participate in the PANOPTESEC project. TSP hosts the CNRS UMR 5157 SAMOVAR (Distributed Services, Architectures, Modelling, Validation and Network Administration) that brings together research activities in the field of services, networks and telecommunications security.
Alcatel-Lucent Bell Labs France, the French Bell labs centre and the second in size, located in Nozay, close to Paris, is a 100% affiliate of Alcatel Lucent France and is covering research on optical components, transmission systems and optical networks, fixed and mobile networks architectures from the core to the edge, security, privacy, multimedia platforms, and data analytics. Alcatel-Lucent Bell Labs France is active in "pôles de compétitivité" System@TIC Paris-Région and Cap Digital as well as in a number of European projects within ICT Frame Programmes and Eureka/ITEA-CELTIC, and in national cooperative research actions funded by ANR (national research agency).

In recent years, Epistematica has focused on providing knowledge-based systems for the space industry, with the aim of providing easier data integration, correlation and access to EO data by non-expert users. Epistematica has been so far involved in five ESA projects: each project has been a step forward in the direction of adopting ontology-based systems and reasoners to make the discovery and retrieval of EO resources easier for end-users.
Sapienza University of Rome is one of the largest and oldest universities in Italy. It has established itself as one of the most prestigious academic institution in science and technology in Europe. It was ranked 29th in a recent (2007) ranking of world university in Science compiled by The London Times and as far as computer science is concerned CISUROME is ranked 1st in Italy according to a recent Microsoft Research Ranking (2010). The "Sapienza Research Centre on Cyber Intelligence and Information Security" (CIS-UROME) is a multidisciplinary research centre that hosts more than 40 Sapienza faculties and 10 research labs from the Sapienza School of "Information Engineering, Computer Science and Statistics", the School of Economics and the School of Law. The CIS-UROME research labs involved in PANOPTESEC are: "Distributed Systems" and "Information Visualization". Such Research groups have been also involved in several EU projects including COMIFIN, CLOUD-TM, SM4ALL, RESIST, PREMISE, EUPubli, MIDAS, SEMANTIC GOV, Ediana, BLEND and SOFIA.

The proposed research is carried out by the Institute for Information Systems (Prof. Dr. Ralf Möller) of the Universität zu Lübeck and collaborates with the Institute of Security in Distributed Systems (Prof. Gollmann), at Hamburg University of Technology.
The Institute of Information Systems (IFIS) is one of the Institutes of Computer Science at University of Lübeck and was established by Prof. Dr. Volker Linnemann in 1993 as the first Computer Science Institute at the University of Lübeck. Since October 2014, the institute is headed by Prof. Dr. Ralf Möller.
IFIS is concerned with the representation, storage, and retrieval of any kind of data for building information systems. Main research activities are centered around logical and probabilistical foundations of data modelling, efficient storage and retrieval of data, development of inference and query answering techniques for huge amounts of data as well as the automatic generation of data representations, e.g., from large networks such as the Web.
An amendment was requested to the commission services, requesting the removal of a partner and the addition of a replacement partner. Professor Ralf Möller of Technische Universität Hamburg-Harburg (TUHH) accepted an employment offer from Universtät zu Lübeck (UZL). He moved to Lübeck and his entire team working on the project followed him. Hence, the project requested that Universität zu Lübeck entered the PANOPTESEC project as of November 1st, 2014, and that TUHH left the project on the same date. The total project budget remains unchanged.

Over the years ACEA has always shown sensitivity to technological innovation, considered essential for the proper management of a critical infrastructure, also taking into account that ACEA serves the capital of Italy and many sensitive users. With this project ACEA is targeting an infrastructure improvement, increasing service continuity and preventing risks through predictive evaluations and assessments of alternative scenarios.
Finally, ACEA is working since last year with the Government Homeland Security bodies in order to become a Case Study for a programme targeted to the Critical Infrastructure protection.
Founded in Paris in 1894, SUPELEC is one of France's prestigious Grandes Ecoles, ranked as one of the top in its field. The school is currently organised in a three-campus network, located in Gif-sur-Yvette, Rennes and Metz. The CIDre team (Confidentialité, Integrité, Disponibilité, et repartition – Confidentiality, Integrity, Availability in distributed systems) is a joint project between SUPELEC and INRIA. It has a recognized expertise in the domain of intrusion detection, with numerous publications on that topic during the last ten years.
